This iconic civic space demonstrates the power of landscapes to restore lost connections, transform perceptions and promote civic engagement.

After helping to complete a master plan for Hong Kong’s Central Waterfront, HOK joined a team that developed a design concept for the Central Government Headquarters. Located in the heart of the Central Waterfront, the building integrates four facilities of the Hong Kong Special Administrative Region: the Chief Executive’s Office, the Central Government Offices, the Legislative Council Complex and Tamar Park.

The design creates a unique public open space and destination in land-scarce Hong Kong. The site anchors a new green space system within the central business district that reconnects the city with Victoria Harbour and the mountains.

Because the building functions as the seat of Hong Kong’s government, the team structured the design around socially responsible design strategies that address public ambitions. The design creates a sense of openness to new ideas and cultures, fostering physical and symbolic connectivity. The lush public grounds provide space for activities ranging from intimate gatherings beneath shade trees to large events that animate the entire lawn.
