Ann Kosmal FAIA, LEED AP BD+ C, CPHC, PDC

Based in Washington, D.C., Ann leads HOK’s firmwide resilience practice, bringing more than 20 years of owner-side experience guiding federal and private sector clients to safeguard their assets. She helps organizations transform the risks of extreme weather into design opportunities. Her work results in buildings and infrastructure that strengthen life safety, reliability and long-term performance while reducing operational costs.
Ann’s expertise includes scenario analysis using forward-looking data, flood risk management, wildfire smoke readiness, drought and thermal resilience, preparation for power interruptions and passive survivability. Her holistic approach integrates strategic planning with design principles to deliver measurable impact and support clients in making decisions aligned with their risk management priorities.
Before joining HOK, Ann informed national policy at the highest levels. At the U.S. General Services Administration, she led efforts to protect federal assets from evolving physical risks, guiding risk‑informed capital investment, adaptive design criteria and asset management strategies. For the Executive Branch, she led the creation of forward‑looking performance metrics for 36 federal agencies, delivering the first agency plans in over seven years. These plans focused on mission readiness, operational effectiveness and fiscal high‑risk issues.
A Fellow of the American Institute of Architects, LEED Accredited Professional, Certified Passive House Consultant and Certified Permaculture Designer, Ann brings a unique multidisciplinary perspective to every project. She develops holistic solutions that reduce operating costs, support reliability and durability over the building’s service life while improving health, safety and quality of life.
Ann has coauthored chapters on the built environment and supply chains for multiple U.S. National Climate Assessments and contributed to industry-leading reports for the Intergovernmental Panel on Climate Change, the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), the World Federation of Engineering Organizations and the American Society of Civil Engineers (ASCE). She continues to advance industry best practices through leadership roles with the U.S. Green Building Council, ASHRAE, AIA and ASCE.
