“Details, such as windows at standing and sitting height, speak to the care with which the architects have thought about the human experience as well as the more utilitarian operations of the facility.”
As a model of design excellence for civic buildings, the Internal Revenue Service Center provides a healthy, comfortable and productive workplace for 7,000 IRS employees. The design supports the needs of staff and provides new connections to the city.
Through a unique public-private partnership between DST Realty and the General Services Administration, the center advances the city’s ongoing revitalization by bringing together several downtown landmarks. The 27-acre site lies just south of Union Station and includes the historic 475,000-sq.-ft. Post Office, which serves as the facility’s main entrance.
The design breaks down the large program into small parts, both aesthetically and functionally. To accommodate the IRS’s changing operations at different times of the year, the building has three separate wings that link along an interior circulation spine.
Natural light fills the public areas and workspaces. At the heart of the complex, a cafeteria and outdoor plaza provide a social hub. Courtyards, a linear garden and a winding pathway offer the IRS’s people relaxing spaces and access to the city.
Broad exterior walls are clad in precast concrete banded to create a rich texture. Strip windows arranged in a staggered pattern perforate this surface to complement the concrete bands. Wall expanses are interrupted by glass-enclosed stair halls. On upper floors, multistory glazed volumes are set back from the building line.
